If you intend to build a new domestic property, extend or renovate an existing one,
you will need an On Construction Domestic EPC
|
It is mandatory to have an Energy Performance Certificate when you build a new property, extend or renovate an old one. Developers know this, but if you are thinking of building your own home or making substantial improvements, you may not.
An energy performance assessment based on your plans will find out how efficient your property will be and how you can improve it, before you start to build. To assess at this stage is important because corrective work later is expensive and not always satisfactory.
The building control officer, whether private or local government, will need to see the Predictive Energy Assessment (PEA) before he gives approval to your plans. That is mandatory after 1st October. After the house is built, the assessor will need to see confirmation that it has been built in accordance with the specification before they can issue the EPC and register the property address. As from 1st October you will also have to provide proof that Accredited Construction Details have been used.

As from 1st October changes in ADL1a, ADL1b and SAP (2009) will apply:
- It will be mandatory to have the property assessed at the design stage
- The SAP report will have to come from a qualified SAP assessor
- Adjustments in SAP 2009 will slightly reduce the EPC rating over SAP 2005
- Actual emissions rate (DER) will have to be 25% better than the standard dwelling (TER)
- Party walls are now included as heat loss elements
- Accredited Construction Details have to be proved
- U-values have been reduced, air permiability tightened up
- SEDBUK ratings lowered
- You will have to provide a Home User Guide for the new owner, coupled with a physical walk through to show them how to use the house efficiently

THE PROCESS
I will need a full set of drawings as proposed to the buildings control officer. This can be in paper or .dxf, .dwg electronic format. I also need the detailed specification including materials proposed, heating and ventilation systems, services, windows and doors. Also an indication of what level of energy efficiency you are trying to achieve - i.e. building regs pass, Code level, zero carbon.
After my initial survey I will contact you with the results and we can discuss necessary or desired changes.
I produce a Predictive Energy Assessment with a note of specification changes agreed.
You complete the building, show me your certificate of compliance with the specifications as used for the PEA. I then lodge the EPC and the new address with the Landmark Trust. |
